The Democratic Alliance (DA) in Gauteng can now confirm that the Fochville Licensing Centre that was closed during August and September this year in order for a search and seizure operation to be conducted. The licencing centre is open again to members of the public who need to renew their license discs.
In response to my written questions tabled in the Gauteng Provincial Legislature (GPL), the MEC for Transport, Jacob Mamabolo indicated that the licencing centre was closed after it was reported that unauthorized duplicate registration certificates of vehicles owned by financial institutions and insurance companies were issued at the centre. The investigation was conducted in collaboration with the Road Traffic Management’s National Anti-fraud and Corruption Unit.
In addition, the MEC confirmed that three eNatis users who are officials of Merafong have been implicated in the illegal authorization and issuing of motor vehicle registrations and traffic register certificates. Cases have been openend against these officials. The case numbers are NINU/CAS 04/2020 and Fochville SAP 13/913/2020
It is alleged that over 1000 false identities have been created, license discs and registration documents are being cloned and falsified, and that the eNatis system has been infiltrated to alter records.
I will be tabling follow-up questions to the MEC to ascertain exactly how many individuals and companies has been affected by the unauthorized duplicate registration certificates for vehicles that were issued at the licencing centre. I will also follow up with Community Safety to ascertain the progress of the criminal proceedings.
Merafong residents have expressed frustrations when trying to access services at the centre. Please be reminded that when attempting to renew a license disc, the municipality insists on the following documents and will turn you away, if you do not comply:
- A copy of your proof of address, such as a municipal rates bill
- A Certified copy of your ID
